The area between Padua’s fair center and the central station, north of the Tempio della Pace church, is an important part of the complex urban system by the historic center. It has been in pursuit of a definitive layout for over twenty years. The urbanization and development plan for such an important, complicated area, a space set between some of the city’s most important infrastructures, is part of a strategy of major transformation that was started in the 1980s and has yet to be completed. The new masterplan that the city administration has approved chooses a new city model that works towards the density of the historic center and the city’s public spaces, eliminating surface parking areas to make the areas around buildings exclusively for pedestrian use. The design approach is based on compact volumes following the traditional style of city blocks. In addition to containing a protected, private internal space, the design opens up perspective views of sites of considerable quality, such as the Tempio della Pace church and the courthouse. The vehicle ramps to the underground parking lots are located by high traffic thoroughfares and are protected by a one-way service road freeing the entire area from car traffic and surface parking lots. This means that between the buildings, instead of streets, there are extra wide sidewalks, covered by paved surfaces rather than asphalt.
